Whistler Blackcomb Offers the Most Skiable Terrain in the World
WHISTLER, BC, November 24, 2011 - Blackcomb Mountain opened today, joining Whistler Mountain which opened six days early on November 18. 4,300 acres and over 4,085 vertical feet of skiing and riding is currently available, more than anywhere else in the world at this time. Currently 13 lifts, one full terrain park line, and a 15 foot half pipe are open.

“We are very excited to open Blackcomb Mountain with such incredible snow conditions and coverage,” explained Doug Macfarlane, Mountain Manager of Whistler Blackcomb. “To be able to offer 4,300 acres in November is really exciting, and offers our guests an amazing experience on both mountains.”

Cumulatively this November, 237cm (7.7 feet) of snow has fallen, surpassing the average November snowfall of 165cm (5.4 Feet). Another 85cm (2.8 feet) of snow is forecasted to fall by Monday.

Seven lifts are currently in operation on Blackcomb Mountain including the Excalibur Gondola, Wizard Chair, Solar Coaster Chair, Excelerator Chair, Catskinner Chair, Crystal Chair and Jersey Cream Chair. The Whistler Village Gondola, Creekside Gondola, Emerald Express, Garbanzo Express and Big Red Express will be running on Whistler Mountain bringing the total lifts in operation to 13, including the PEAK 2 PEAK Gondola. Skiing and riding will available right to the village this weekend, one of the earliest dates that a ski out has been available.

With all of the snow, early season conditions still apply. It is extra important all mountain signage is obeyed and guests stay within the marked operational boundary. Please be aware of rocks and other hazards below the snow surface. Our Patrol and Operations teams are hard at work to get more terrain safely opened as quickly as possible.

BCREA 2011 4th Quarter Housing Forecast
Vancouver, BC – November 8, 2011.The British Columbia Real Estate Association (BCREA) released its 2011 Fourth Quarter Housing Forecast today.

BC Multiple Listing Service® (MLS®) residential sales are forecast to rise 3.2 per cent from 74,640 units in 2010 to 77,000 units this year, increasing a further 3.9 per cent to 80,000 units in 2012.

“Low mortgage interest rates are expected to persist through 2012 keeping affordability on an even keel,” said Cameron Muir, BCREA Chief Economist. “However, headwinds on the economic front will constrain consumer demand over the next year to below the ten-year average of 87,600 units.” A record 106,300 MLS® residential sales were recorded in 2005.

“Moderate consumer demand combined with larger inventories of homes for sale means BC housing markets will experience little upward pressure on home prices through 2012,” added Muir. The average MLS® residential price in the province is estimated to rise 11.8 per cent to $564,600 this year, and is forecast to decline 2.5 per cent to $550,500 in 2012.

Whistler Market Update
Real Estate sales activity in Whistler during the third quarter of 2011 was highlighted by strong activity in the townhome segment of the marketplace.

Overall, sales activity in Whistler improved by approximately 7% over that reported for the same period last year. Strong interest continues in the Whistler marketplace for life-style oriented, ready to move into opportunities which should insure that sales activity for the year will exceed that achieved in 2010.

The average sales price for a single family home was $1,248,000; for a condominium was $265,240; and for a townhome $605,113, during the most recent quarter.

Current high levels of interest in Whistler real estate opportunities should continually support the improving sales activity which will begin to be reflected in sales values. Increasingly, we find that the best valued properties are attracting offers quickly as purchasers are following the market closely looking for the best opportunities.

Home Sales Edge Higher in September

Vancouver, BC – October 14, 2011. "MLS® home sales edged up 3 per cent in September compared to August on a seasonally adjusted basis,” said Cameron Muir, BCREA Chief Economist. “Housing demand last month was bolstered by persistent low mortgage interest rates and a surge in employment."
"Despite a modest gain in unit sales, total active residential listings in the province remained elevated in September,” added Muir. A total of 55,616 homes were listed on the MLS® in the province at the end of September.
Year-to-date, BC residential sales dollar volume increased 17.5 per cent to $34.8 billion, compared to the same period last year. Residential unit sales increased 3.2 per cent to 61,127 units, while the average MLS® residential price rose 13.9 per cent to $569,922 over the same period.

Whistler Real Estate Market Showing Improvement
Timing is a key component in real estate and some stronger numbers coming out of the first half of this year certainly indicate better trends.
The first 6 months of 2011 in the Whistler market has shown improvements in the number of sales in several segments over 2010 and 2009.
Condominium sales are up 78% from 2010, Townhome sales are up 22% from 2010 and Chalet sales are up 5%.

Interest and confidence continue to improve at several levels of the market especially under $1,000,000 with showings in the $1-1,500,000 range increasing in the past month. 2 significant higher end sales over the past month also indicates a continued increase in confidence in Whistler.

BCREA Reports Increase in Residential Sales in June 2011
Vancouver, BC – July 14, 2011. The British Columbia Real Estate Association (BCREA) reports that Multiple Listing Service® (MLS®) residential unit sales in the province rose 2.4 per cent to 7,904 units in June compared to the same month last year. The average MLS® residential price climbed 14.4 per cent to $571,837 last month compared to June 2010.
"Home sales were relatively unchanged in June compared to last year,” said Cameron Muir, BCREA Chief Economist. “However, low mortgage interest rates and an overdue pick-up in BC employment growth are expected to provide some incentive to consumers over the summer months."
Year-to-date, BC residential sales dollar volume increased 15.5 per cent to $24.7 billion, compared to the same period last year. Residential unit sales are essentially unchanged compared to the halfway point of 2010 at 42,095 units, while the average MLS® residential price rose 16.1 per cent to $585,661 over the same period.

BCREA Housing Forecast Update - First Quarter 2011
Vancouver, BC – February 23, 2011. The British Columbia Real Estate Association (BCREA) released its Housing Forecast for the first quarter of 2011 today.
BC Multiple Listing Service® (MLS®) residential sales are forecast to increase 8 per cent from 74,640 units in 2010 to 80,900 units this year, and increase another 4 per cent to 83,950 units in 2012.
“British Columbia housing markets are returning to normalcy after two years of volatility,” said Cameron Muir, BCREA Chief Economist. “Employment and population growth will fuel consumer demand over the next two years. However, higher mortgage interest rates and tighter credit conditions for low equity home buyers will limit home sales to below the ten-year average of 87,600 units.”
“Total active residential listings in the province declined 14 per cent since last spring. However, the inventory of homes for sale is expected to edge higher as the number of new listings to the market advances during the first two quarters of 2011,” added Muir. “Regional market differences continue in the province, with Vancouver trending into a seller’s market, while the Okanagan, Kootenay and Kamloops markets trend from a buyer’s market toward balanced conditions.”
The average MLS® residential price is forecast to increase 2 per cent to $517,000 this year and remain relatively unchanged in 2012, albeit declining by 0.4 per cent to $515,400.

Housing Market Continues Normalization Trend

Vancouver, BC – February 14, 2011. The British Columbia Real Estate Association (BCREA) reports that Multiple Listing Service® (MLS®) residential sales in the province climbed 7 per cent in January from December 2010, on a seasonally adjusted basis. Compared to January of last year, MLS® residential unit sales were down 10 per cent to 4,137 units. The average MLS® residential price rose 11.5 per cent to $548,183 in January compared to the same month last year.

"Consumer demand continues to normalize alongside overall economic conditions,” said Cameron Muir, BCREA Chief Economist. “However, the pace of growth in home sales experienced since last summer is likely to moderate in the coming months as tighter credit conditions and upward pressure on mortgage interest rates impacts affordability and purchasing power."
The inventory of homes for sale remained below 47,000 units for the third consecutive month in January, down 14 per cent from the spring of last year. “While demand and supply conditions province-wide exhibited balance last month, regional differences are pronounced,” added Muir. “Housing markets in the Lower Mainland/ South Coast exhibited stronger conditions than in the Kootenays and Okanagan, which remained in buyer’s market territory in January."

ASSESSMENT NOTICES SENT TO PROPERTY OWNERS IN THE RESORT MUNICIPALITY OF WHISTLER AND THE VILLAGE OF PEMBERTON
Value of provincial assessment roll exceeds $1 trillion for first time

WHISTLER – More than 15,200 property owners in the Resort Municipality of Whistler and over 1,200 property owners in the Village of Pemberton can expect to receive their 2011 assessment notice in the next few days.

Assessments are an estimate of a property’s market value as of July 1, 2010. This common valuation date ensures there is an equitable property assessment base for property taxation.

Real estate sales determine a property’s value which is reported annually by BC Assessment on assessment notices. Local governments and other taxing authorities are responsible for property taxation and, after determining their own budget needs this spring, will decide their property tax rates based on the assessment roll for their jurisdiction.

“The majority of homes in the Resort Municipality of Whistler are worth slightly less on this year’s assessment roll than they were on the 2010 assessment roll,” said Jason Grant, Area Assessor. “Most home owners in Whistler will see decreases in the -2% to -5% range. In addition, Pemberton property owners can expect assessments similar to the 2010 roll with changes in the -5% to +5% range.”

Changes in property assessments reflect movement in the local real estate market and can vary greatly from property to property. When estimating a property’s market value, BC Assessment’s professional appraisers analyze current sales in the area, as well as considering other characteristics such as size, age, quality, condition, view and location.

Overall, the Resort Municipality of Whistler’s assessment roll decreased from $11.020 billion last year to $10.849 billion this year. This reduction reflects changing market values for many properties but also includes $231 million in subdivisions, rezoning and new construction.

Overall, the Village of Pemberton’s assessment roll decreased from $493 million last year to $491 million this year. This reduction reflects changing market values for many properties but also includes $11 million in subdivisions, rezoning and new construction.
“Property owners who feel that their property assessment does not reflect market value as of July 1, 2010 or see incorrect information on their notice should contact the BC Assessment office indicated on their notice as soon as possible in January,” said Grant.

BC Assessment’s website provides a listing of property assessments and sales to help property owners understand their property's market value and provide comparable sales information. Copies of neighbourhood assessments are also available at local area offices and most municipal halls and government agent’s offices across the province.

“If a property owner is still concerned about their assessment after speaking to one of our appraisers, they may submit a Notice of Complaint (Appeal) by January 31, for an independent review by a Property Assessment Review Panel,” said Grant. The panels, independent of BC Assessment, are appointed annually by the Ministry of Community, Sport and Cultural Development, and meet between February 1 and March 15 to hear formal complaints.

The Vancouver Sea to Sky assessment office is located at Suite 200 – 2925 Virtual Way in Vancouver. During the month of January, office hours are 8:30 a.m. to 5:00 p.m., Monday to Friday.

Freezing levels lowering to the Village, snow in the forecast, and over 180 snow guns blasting snow; opening day preparations are in full-swing
November 16, 2010 – Whistler Mountain will open six days early, on Friday, November 19 with five lifts including Creekside Gondola. Blackcomb Mountain will open on Thursday, November 25, Whistler Blackcomb's official opening day.

"Couple the great natural snow with the truly incredible snowmaking infrastructure, hosting the Games afforded us, we'll have a great opening weekend at Whistler," says Doug MacFarlane, mountain manager at Whistler Blackcomb. "Early season conditions will apply, and we want to remind people, though opening weekend is full of excitement and fun, guests need to pay attention to and obey all mountain signage so we have a safe start to the season."

Whistler Mountain will open on Friday, November 19 at 8:30am with access from the Creekside Gondola and the Whistler Village Gondola. Skiing and riding will be available from Emerald Express, Big Red Express and Franz Chair. A collection of parks features will be at the top of Emerald as well as a beginner area for those guests in a lesson. Early season conditions apply and caution should be exercised at all times while skiing and riding. Guests should also be aware of rocks and other hazards below the snow surface.

For Canadian and Washington State residents, Whistler Blackcomb offers the EDGE Card, allowing guests to ski/ride from $60 (CDN) a day. This is the first major change to the OCP in 17 years and will chart land use decisions well into the future as it tries to align land use with the Whistler2020 Visions of success.

The workshops are the next step in the OCP update process and are aimed at Whistler community members and second homeowners residing in the Greater Vancouver area.
The workshops will be hosted by the Resort Municipality of Whistler (RMOW) and will provide an opportunity for community members to weigh in on proposed directions to address Whistler’s issues. Participants will also have an opportunity to sign up for in?depth working group discussions, which will take place late November?early December.

Snow Alert! Whistler Blackcomb Receives 25-30cm of Snow!
SNOW ALERT! A heavy Pacific storm has been hitting Whistler Blackcomb this weekend, dropping between 25-30cm of snow at higher elevations. The freezing level is expected to remain steady with more periods of snow forecast for this week. Meteorologists are calling for a La Niña weather cycle for the Pacific Northwest, meaning cooler temperatures and more snow than Whistler Blackcomb’s annual average of 34 feet/10.25m.

Bank of Canada Maintains its Overnight Rate at 1 per cent
Bank of Canada maintains overnight rate target at 1 per cent
OTTAWA – The Bank of Canada today announced that it is maintaining its target for the overnight rate at 1 per cent. The Bank Rate is correspondingly 1 1/4 per cent and the deposit rate is 3/4 per cent.

The global economic recovery is entering a new phase. In advanced economies, temporary factors supporting growth in 2010 - such as the inventory cycle and pent-up demand - have largely run their course and fiscal stimulus will shift to fiscal consolidation over the projection horizon. While the Bank expects that private demand in advanced economies will become sufficiently entrenched to sustain the recovery, the combination of difficult labour market dynamics and ongoing deleveraging in many advanced economies is expected to moderate the pace of growth relative to prior expectations. These factors will contribute to a weaker-than-projected recovery in the United States in particular. Growth in emerging-market economies is expected to ease to a more sustainable pace as fiscal and monetary policies are tightened. Heightened tensions in currency markets and related risks associated with global imbalances could result in a more protracted and difficult global recovery.

The economic outlook for Canada has changed. The Bank expects the economic recovery to be more gradual than it had projected in its July Monetary Policy Report, with growth of 3.0 per cent in 2010, 2.3 per cent in 2011, and 2.6 per cent in 2012. This more modest growth profile reflects a more gradual global recovery and a more subdued profile for household spending. With housing activity declining markedly as anticipated and household debt considerations becoming more important, the Bank expects household expenditures to decelerate to a pace closer to the rate of income growth over the projection horizon. Overall, the composition of demand in Canada is expected to shift away from government and household expenditures towards business investment and net exports. The strength of net exports will be sensitive to currency movements, the expected recovery in productivity growth, and the prospects for external demand.

Inflation in Canada has been slightly below the Bank’s July projection. The recent moderation in core inflation is consistent with the persistence of significant excess supply and a deceleration in the growth of unit labour costs. The Bank judges that the output gap is slightly larger and that the economy will return to full capacity by the end of 2012 rather than the beginning of that year, as had been anticipated in July. The inflation outlook has been revised down and both total CPI and core inflation are now expected to converge to 2 per cent by the end of 2012, as excess supply in the economy is gradually absorbed and inflation expectations remain well-anchored.

Reflecting all of these factors, the Bank has decided to maintain the target for the overnight rate at 1 per cent. This leaves considerable monetary stimulus in place, consistent with achieving the 2 per cent inflation target in an environment of significant excess supply in Canada.

At this time of transition in the global recovery, with a weaker U.S. outlook, constraints beginning to moderate growth in emerging-market economies, and domestic considerations that are expected to slow consumption and housing activity in Canada, any further reduction in monetary policy stimulus would need to be carefully considered.

Meteorologists Calling for a La Nina Weather Pattern to Hit Whistler Blackcomb
Meteorologists with Environment Canada are saying we are in for a La Nina weather pattern on the West Coast and for Whistler/Blackcomb this Winter. In the past this weather pattern has meant colder than normal temps and increased precipitation.

According to Whistler/Blackcomb, past La Niña years have resulted in an average snowfall of 1110cm, almost 100cm more than the total average since records began. La Niña has also accounted for the highest total snowfall ever in a single season as we recorded 1693cm of snow in 1998/1999.

Fingers crossed this will be another stellar snow season for Whistler Blackcomb.

Whistler Sliding Centre Public Ride Program Announced

RBC GranFondo Coming To Whistler Sept 11th

Greater Vancouver Real Estate Trends
Home sales activity in July in the Greater Vancouver area was quieter than June's activity and quieter than most Julys over the past decade.

The number of sales in July 2010 show a 42.5% decrease over July 2009. July 2009 was the highest selling July on record. July 2010 sales show a decrease of 24.1% over June 2010.

Jake Moldowan, president of REBGV(Real Estate Board of Greater Vancouver) "With the pace of home sales and listings easing off in our market, we've begun to see a levelling of home prices from record highs see in the spring, creating greater affordability. Activity in today's marketplace is clearly trending in favour of buyers."

Whistler has also seen a similar trend in sales activity for July 2010 vs July 2009. The number of sales in Whistler for July 2010 shows a 46.9% decrease compared to the number of sales for July 2009. Whereas June 2010 shows an increase of 41% of the number of sales compared to June 2009. Currently there are 912 properties listed for sale in Whistler, and much like Greater Vancouver we are trending in favour of buyers.

Spring Whistler Real Estate Update
Spring is here but I'm not sure that you would know it if you spent any time in the area. The temperatures were colder than average in May so I'm pushing for something nicer in June!

Hard to believe that it has already been 3 months since the Olympics!
The Celebration Plaza, the Winter Olympic Park & The Athlete's Village are all undergoing their post Games facelifts and we should see them come back online sometime throughout the summer. Personally, I am very much looking forward to the lawn and new gathering area that was the Celebration Plaza. I think it will be THE place to hang out in the Village going forward.
Pemberton has come back nicely and golf is in full swing - Big Sky in Pemberton is phenomenal shape and the temperatures as always are a bit kinder.

As you may already know, I have been training for the Ride to Conquer Cancer and it has been going extremely well. This past Sunday I rode from Whistler and up the new Callaghan road up to the where the Nordic skiing happened during the Games. It was a 50km ride and I has plenty of company with 4 bears and a couple of deer along the way. So far, I have managed to raise well over $5000 for the Ride and have reached my fund raising goal and I'm very much looking forward to participating over the weekend of June 19 & 20th. Thanks for your support!

Since the Olympics, the Whistler and Pemberton markets have been active but not what I would call busy. We have seen our usual seasonal increase in listings as snow season came to a close but this year we also saw many of the property owners that had rented their properties through the Games decide to list as well. This has lead to nearly a 15% increase in the listing inventory across all segments and some excellent opportunities for some great value. At last check we have 931 properties actively listed for sale in Whistler and 211 in Pemberton. This represents approximately 6.2% of the total number of residential properties on the Tax Roll in Whistler. The number of units sold so far in 2010 is 149 for Whistler 46 in Pemberton - nearly identical for the same period as last year. What is interesting is that the dollar volume has increased by 15% from 2009 to 2010 in both Pemberton and Whistler. I take this as a sign of confidence in our market going forward. That being said our current listing to sale ratio is at 4/1. This is a number that I expect to see closer to 3/1 at this time in the year.

Remember, our research from previous Olympic Games communities/resorts suggested that the 6-12 months around the Games will be sporadic and inconsistent. So far this has proved to be the case. Our research further found that the biggest impact from the Games in resort host communities came 18 - 24 month after the events. If you are in a position to take advantage of a good opportunity today, give me a call and we can talk about it some more. Keep an eye on the big picture and make sure that your reasons for selling are sound and your reasons for making a purchase have been well thought out. Real estate remains a local phenomenon and therefore it is important to have the local knowledge.

There are a number of things to keep on your radar going forward.....

The Bank of Canada raised the target for the overnight rate by 0.25%. This is the first time they have raised rates since 2007. Most lenders followed suit by adjusting their prime rate to 2.5%. This means that on a $300,000 mortgage amortized over 30 years payments increased by $40/month.

On July 1st, 2010, British Columbia will be going to a Harmonized Tax system which will effectively change the tax paid on some new goods and services from 5% to 12%. There are some considerations for you to determine prior to this conversion and if not already done, please contact me and/or your accountant to understand how this might affect you and your investments going forward.

Going forward, I look for our market to continue to perform the way it has over the past 3 months into the Fall. As consumer confidence continues to recover, so will our market. The fundamentals remain strong in the medium to long term and as an investment in to your lifestyle and your long term wealth, I believe that Whistler and Pemberton are as good as they get.
The BC economy remains strong and the banking system remains solid against any of the other G8 countries.

That being said, if you need to sell in today's environment you need to sharpen your pencil and look at the big picture. There are some great opportunities

GST/HST New Housing Rebate

From July 1, 2010, new home sales in Ontario and BC will be subject to the new Harmonized Sales Tax (HST).

In Ontario, the existing 8% Provincial Sales Tax (PST) and 5% federal Goods and Services Tax (GST) will be combined to create the 13% HST.

In BC, the existing 7% Provincial Sales Tax (PST) and the 5% federal Goods and Services Tax (GST) will be combined to create the 12% HST. However, there are government cost-savings initiatives that have been put in place to help home buyers, home owners and investors such as the GST/HST New Housing Rebate.

The GST/HST New Housing Rebate program provides a rebate on part of the GST or the federal part of the HST paid on the construction or purchase of most newly constructed or substantially renovated houses used as a primary place of residence.

If you purchase a home after July 1, 2010, you may qualify for the GST/HST New Housing Rebate.

The New Housing Rebate allows you to recover a part of the GST/HST that you paid on the purchase price or cost of building a new, or substantially renovated house.

What type of house qualifies?


These types of housing qualify for the rebate:
A house that you built, substantially renovated or on which you built a major addition on land that you own or lease (you can do the work yourself or hire someone to do it);
A new mobile home (this includes a modular home) or a new floating home that you brought from a builder (building and land;
A new or substantially renovated house that you bought where you lease the land from the builder under the same agreement to buy the house and the lease is for 20 years or more, or gives you the option to buy the land;
A share of capital stock in a co-operative housing corporation (co-op) that you bought; or
A non-residential property that you converted into your house

This season is the 2nd snowiest on record and there's still plenty of time to enjoy the slopes:
April 25 - Last day for winter skiing and riding on Whistler Mountain.
May 15 - Whistler Mountain Bike Park opens.
May 24 - Last day for winter skiing and riding on Blackcomb Mountain
May 29 - Whistler Mountain and the PEAK 2 PEAK Gondola re-open for sightseeing.
Please note there will be no skiing or riding available on either mountain during the US Memorial Day long weekend (May 29-31)

With a huge snow base there is still some time to get up here and enjoy some spring skiing/riding.

Residential Sales in Metro Vancouver Triple in November
The BC Real Estate Association reports that the overall dollar volume of sales increased to $3.5 billion compared to $1.07 billion in November 2008. The sales numbers for November are the highest since November 2005. The majority of the increase in sales volume and unit sales was from the Metro Vancouver market.

Pent up consumer demand, growing consumer confidence and low mortgage rates were noted as key factors in the increases seen in November in British Columbia.

Whistler has also seen some positive increases for the third quarter of 2009 with the number of sales increasing by 54% when compared to third quarter of 2008. Dollar volume of sales increased by 4% for the same period. Some of the largest percentage increases in sales volume in Whistler for the third quarter of 2009 vs 2008 was in single family homes under $1 million.

Whistler still has some great opportunities for buyers in the current real estate market.

BC October Home Sales Highest in Six Year

October Home Sales Highest in Six Years

Vancouver, BC – November 17, 2009. The British Columbia Real Estate Association (BCREA) reports that Multiple Listing Service® (MLS®) residential sales in the province climbed 115 per cent to 8,624 units in October compared to the same month last year. Last month posted the highest number of MLS® residential sales for the month of October since 2003, when 8,682 units changed hands. The average MLS® residential sales price in the province climbed 17 per cent to $493,328 from $420,259 in October 2008.

“BC homes sales continued on an upward trend in October,” said Cameron Muir, BCREA Chief Economist. “Despite a lackluster economy, low mortgage interest rates have induced many potential buyers into the market. However, the recent phenomenal pace of home sales is expected to moderate in the coming months as pent-up demand dissipates and eroding affordability begins to impact the purchasing power of households.”

Year-to-date, MLS® residential sales dollar volume increased 14 per cent to $33.3 billion over the same period last year. A total of 72,146 units were sold in the first ten months of 2009, up 13 per cent from 2008, while the average MLS® price was up 1 per cent to $461,694.

Real Estate Sales in Whistler are Rolling Along
Real estate sales in Whistler are rolling along. The number of sales of properties in Whistler for October 2009 are up approximately 8% when compared to October 2008. The total sales volume in dollars is up by 40% over 2008 for the same period, however this is skewed by a few sales of properties over the $2 million mark.

November 2009 real estate sales are showing promise when compared to the same period for 2008, with a 38% increase in the number of sales for the first half of November as compared to the same period last year.

Whistler has some great opportunities in all sectors of the real estate market - with something for everyone, whether that be a condominium, townhome, quarter ownership, or a chalet as well as numerous building lots.

BC HST Transitional Details
B.C. and Ontario released details on the implementation of Harmonized Sales Tax ("HST") in those provinces (to replace their respective provincial sales taxes, or "PST"). Given that both sets of rules were released at the same time, it should come as no surprise that they are identical in most respects.

Here's a summary of the key provisions:

Key dates:
July 1, 2010 - Implementation of the HST in B.C. and Ontario.
May 1, 2010 - HST will have to be collected on amounts that are paid or payable on or after May 1, 2010 for goods or services provided on or after July 1, 2010.
October 14, 2009 - Certain businesses and public service bodies (not for profits, charities, municipalities, schools, hospitals, etc.) may be required to self-assess the Ontario/B.C. component of the HST on amounts paid or payable after October 14, 2009 and before May 2010 for goods or services provided on or after July 1, 2010. Self-assessment will also be required for large businesses on items where the HST will be restricted. In general, a self-assessment is required on those transactions where the recipient is not eligible to claim a full recovery of the HST. Self-assessment is an issue since the supplier is not required to collect the HST on these transactions.
October 31, 2010 (Ontario Only) - This is the date on which any outstanding PST becomes payable under the transitional rules to ensure an efficient wind-down of the PST. Practically, the Ontario PST regime will cease to exist on October 31, 2010.
GOODS

PST will apply to the taxable sale of goods if possession or ownership of the goods is transferred to the purchaser before July 1, 2010.

HST will generally apply to goods if possession and ownership of the goods is transferred to the purchaser on or after July 1, 2010.

SERVICES

PST will apply to the portion of taxable services performed before July 1, 2010.

HST will apply to the portion of services performed on or after July 1, 2010.

Exception - If 90% or more of the service has been performed before July 2010, only PST will apply.

The bulletins from both governments also describe specific transitional rules for funeral and cemetery services, passenger transportation services, freight transportation services, and prepaid subscriptions to newspapers, magazines and other periodicals.

LEASES AND LICENCES

In a nutshell, PST and HST are prorated for lease intervals that straddle the implementation date of July 1, 2010, with one exception for lease intervals that end prior to July 31, 2010 (as noted below).

PST applies to a supply of taxable goods by way of lease, licence or similar arrangement for the part of a lease interval that occurs before July 1, 2010, and HST applies thereafter. Needless to say, invoicing for these transition periods will be challenging.

For leased goods that were PST exempt, and for non-residential real property (which was also PST exempt), HST applies prorata for that portion of the lease that is after June 30, 2010.

Exception - PST will continue to apply, and HST will not apply, to a lease interval that begins before July 2010 and ends before July 31, 2010.

Commercial parking, which is essentially a lease of a parking space, is accordingly treated as such under the transitional rules.

MEMBERSHIPS

Memberships are taxed in the same manner as services. So, the portion of a membership that is applicable to the period commencing July 1, 2010 and thereafter is subject to HST. Special rules are in place for lifetime memberships.

ADMISSIONS

Prepaying (before July 2010) for entertainment, seminars or events is not going to forestall the application of HST. If the event in question takes place on or after July 1, 2010, HST applies.

OTHER TRANSITIONAL RULES

Specific transitional rules are proposed for certain other circumstances, including those in respect of direct sellers, continuous supplies, budget payment arrangements, combined supplies, progress payments, goods brought into each province, imports, and returns and exchanges. The details can be found in the respective Information Notices.

WIND-DOWN OF PST

On July 1, 2010, the existing PST will generally cease to apply.

Final PST returns will need to be filed by July 23, 2010. In addition, if a PST amount is collected or becomes payable after June 2010, the vendor would be required to account for that amount in a supplemental PST return to be filed on or before the 23rd day of the following month.

For Ontario only, all supplemental PST returns must be filed no later than November 23, 2010, as all heretofore uncollected PST becomes due on October 31, 2010. B.C. has no such deeming rule, and so some vendors may be filing PST returns long after their counterparts in Ontario have ceased.

In Ontario, existing assessment, objection, appeal and enforcement provisions under the PST legislation would generally remain in place where the applicable limitation periods have not expired. B.C.'s bulletin is silent on this issue.

TRANSITIONAL RST INVENTORY REBATE FOR RESIDENTIAL REAL PROPERTY CONTRACTS

In order to prevent both taxes from applying to residential construction contracts that straddle the implementation date, a rebate of PST will be available to the contractor. In other words, if the contractor has to collect HST, he will recover the PST he paid on his materials. The rebate application needs to be filed on or before December 31, 2010, and certain other conditions apply.

B.C. - WHAT'S MISSING?

Conspicuously absent from B.C.'s publications and pronouncements so far are transitional rules for new residential housing, with the Ministry of Finance only saying that they are "to be released in the coming months."

Whistler/Blackcomb powers itself with run of glacier water
It's claimed The Fitzsimmons Creek Renewable Energy Project will provide enough energy to power the whole resort.


It will produce 33 gigawatt hours of electricity per year, the equivalent amount of energy required to power the ski resort's winter and summer operations including all 38 lifts, 17 restaurants, 270 snowguns and countless other buildings and services.

The creek has enough water, the necessary vertical drop, it is not a major fish-bearing stream, and the water is not used recreationally within the project area.

This summer 3.5km of pipeline was laid that will carry the water from the intake at Fitzsimmons Creek all the way to the powerhouse, near the Whistler Sliding Centre.

It's hoped the first power will be produced before Christmas.

"The Fitzsimmons Project represents a very meaningful step for us in doing what we can to address climate change inside our own operating footprint," says Arthur DeJong, Mountain Planning and Environmental Resource Manager, Whistler Blackcomb.

West Vancouver Luxury Market Returns
Over the past 4 weeks 6 homes over $5Million have sold in West Vancouver. One Waterfront home is rumoured to have sold at $16Million.
This is great news for the North Shore as sales have been brisk since April this year in all other segments.

The Whistler Real Estate Market in the luxury segment has been relatively quiet so far this year but there is a new energy in the air with increased inquiries and offers floating in the higher end luxury market.

In a town where there are just over 14,000 properties on the residential tax role and over half of these being in multi-family configurations, you start to understand how valuable land becomes. Especially considering, as we have been saying for years, there is no more land to be made available.

When you start to pick through the various luxury locations within the area it becomes very obvious how rare and valuable these pieces truly are.
This coupled with an increased listing inventory and the largest indirect marketing campaign to hit the area as a result of the 2010 Olympic Games, the opportunity is now to stake your claim.

BC real estate sales growth for 2009

Residential real estate sales in B.C. are forecasted to climb 15% in 2009 off 2008 lows, according to the B.C. Real Estate Association.

B.C. Multiple Listing Service (MLS) sales are expected to climb to 79,400 units, up from 68,923 units in 2008.

Regions expected to see the strongest recovery in the number of sales include Greater Vancouver (+28%), Victoria (+20%), the Fraser Valley (18%) and the Sunshine Coast (+14%).

Vancouver Island, Chilliwack and the Okanagan are expected to see single-digit sales growth. However, Northern B.C. and the Kootenay regions are forecast to have continued sales declines.

Sales are expected to increase as average residential homes become more affordable. The BCREA report forecast average residential home prices will continue to fall between 3% and 6% in most B.C. regions.

Average prices in Metro Vancouver are expected to fall to $572,000 from $593,767 in 2008. Fraser Valley home prices are expected to fall to $421,000 from $431,781.The South Okanagan is expected to see the highest price declines of 10% to $306,000 from $339.394.

The report forecast average price increases between 1% and 4% in 2010 throughout the province.

I expect the energy and enthusiasm to carry over to the Whistler through the fall.

Greater Vancouver & Whistler Real Estate Markets Show Improvements
The Real Estate Board of Greater Vancouver reported Greater Vancouver Realtors® had their second busiest June on record. Sales recorded through the MLS® System showed a 76% increase over the month last year., while the inventory of unsold homes has declined compared with the same month last year.

Board President Russel Scott stated in a news release that "Many people who were reluctant to purchase a home last fall and earlier this year are returning to the market because they see conditions that appeal to their personal and financial needs.

The Whistler Real Estate Market has also seen some positive moves in the 2nd Quarter of 2009 with the volume of sales of Chalets/Single Family homes increasing by 250% compared to the 1st Quarter of 2009, and the number of sales of condominiums/townhomes in 2nd Quarter of 2009 increased by 56% compared to volume in 1st Quarter of 2009.

There are still some fantastic opportunities in the Whistler market and certainly buyers looking for properties at the right price.

National Resale Housing Continues to Rise in May
The Canadian Real Estate Association released the following press release today, showing a rebounding of the resale housing market.

National resale housing market activity returned to pre-recession levels in May 2009. The rebound in activity is being led by an increase in transactions in some of the most expensive markets in the country, which is skewing the national average price upward.

According to statistics released by The Canadian Real Estate Association (CREA), actual (not seasonally adjusted) home sales via the Multiple Listing Service® (MLS®) of Canadian real estate boards totaled 49,521 units in May 2009. This is less than one per cent below activity in the same month one year ago. Year-over-year declines have been shrinking since the beginning of the year.

The seasonal increase in activity continues to be stronger than normal. As a result, seasonally adjusted home sales rose eight per cent to 37,649 units in May compared to April. This marks the fourth consecutive monthly increase in seasonally adjusted activity. Seasonally adjusted activity in May was 43 per cent above where it stood in January 2009.

Seasonally adjusted sales were up on a monthly basis in about 70 per cent of local markets. Monthly activity gains in Toronto (nine per cent), Calgary (25 per cent), Montreal (10 per cent), Vancouver (eight per cent), and Edmonton (12 per cent) contributed most to the overall increase in monthly activity.

The national MLS® residential average sale price in May 2009 reached the highest monthly level on record. At $319,757, it was up fourth tenths of a percentage point from the previous record set in May 2008. Over the past four months, the national MLS® residential average price has recovered 16.4 per cent from the low in January. The average price for MLS® home sales climbed to new heights nationally, and in Saskatchewan, Ontario, Quebec, New Brunswick, and Nova Scotia. New records were posted in only 15 per cent of local markets in May, none of which are among the most active or expensive. The strong rebound in sales activity, not price, in Canada’s most expensive markets is driving up average prices nationally and in some provinces, just as a sharp decline in activity in these markets pushed average prices lower in late 2008.

The supply of homes coming onto the MLS® market continued to decelerate in May. Seasonally adjusted MLS® residential new listings edged lower by eight tenths of a percentage point to 65,070 units, the lowest level since December 2005. Seasonally adjusted new residential listings in May were 19 per cent below the peak reached one year ago.

With the number of sales rising strongly and new listings trending downward, the balance between supply and demand is firming up in British Columbia, Alberta, Saskatchewan, Ontario, and Quebec. This resulted in national sales activity as a percentage of new listings reaching the highest point since December 2007. Residential dollar volume for MLS® sales climbed 10 per cent from the previous month to reach $11.4 billion in May. This is more than 50 per cent above the low of $7.5 billion reported last January.

“Sales activity is now closer to the pre-recession peak than it is to the recent low point reached last January,” says Regina Broker Dale Ripplinger, President of The Canadian Real Estate Association. “Strengthening consumer confidence, low interest rates, and improved affordability are drawing buyers to the housing market across Canada,” he added.

“Fueled by a string of monthly increases in activity, the number of transactions in May reached the highest point since July 2008,” said CREA Chief Economist Gregory Klump. “Inventory levels are still high in many markets, but fewer new listings and rising sales activity suggests that the selection of homes available for sale may shrink as the year progresses. The supply of homes up for sale needs to be drawn down further before average price increases become more widespread among local markets.”

BC Real Estate Association Revises Price Forecast Upwards
Vancouver, BC – May 26, 2009. As part of its Spring 2009 Housing Forecast, the British Columbia Real Estate Association (BCREA) reported today that housing market conditions have improved more rapidly than expected. As a result, BCREA has revised its home price forecast upwards, reflecting greater price stability through the balance of the year. The average Multiple Listing Service® (MLS®) residential price in British Columbia is forecast to decline eight per cent to $420,600 in 2009, instead of 13 per cent originally forecasted at the beginning of the year.

“The majority of the decline in home prices has already occurred,” said Cameron Muir, BCREA Chief Economist. “Balanced markets are emerging in Victoria, Vancouver and the Fraser Valley. There’s now little downward pressure on home prices in these areas.”
Home sales in the province have climbed out of a trough, posting double-digit percentage gains for three consecutive months (seasonally adjusted).

Whistler has saw an increase in the number of sales in April compared to March and May is looking pretty good too. There are still some great opportunities to be had in Whistler and Pemberton for both first time buyers and for those wishing to trade up in the market.

Bank of Canada Lowers its Rate 25 Basis Points
The Bank of Canada has dropped its rate by 25 basis points.

Canada’s major banks have followed suit by lowering their prime interest rate to 2.25 per cent.

Canadian banks also brought down their variable mortgage rates which gives existing mortgage holders a slight break , potentially putting more cash in their pockets.

This downward move also helps first-time home buyers as the lower rates put mortgages in closer reach for those with lower incomes.

“This is a good thing for the home-buying market,” said John Turner, director of mortgages for BMO Financial Group

Whistler’s real estate market currently offers many opportunities for buyers and sales volume for the first two weeks of April is already at 64% of the total sales in March 2009.

Canadian Resale Housing Market Stabilizes Further in March
According to statistics released by the Canadian Real Estate Association today, existing homes sales activity in MLS increased for the second month in a row in March 2009.

Resales showed a increase of 7% over the previous month's activity, and builds on the 10.3% increased activity in February. The number of transactions for March 2009 represents an 18% increase over levels reported for January 2009, indicating that there is indeed some activity in the marketplace.

Medal Ceremonies to be Held at Whistler Celebration Plaza
Whistler Olympic and Paralympic Plaza will host medal presentations during the 2010 Olympic Winter Games. The resort Municipality of Whistler and VANOC confirmed today that the medal presentations for the Whistler-based events will take place at Whistler Olympic and Paralympic Celebration Plaza along with nightly concerts.

The return of the medal presentations to Whistler Celebration Plaza ensures the Olympic broadcasters will televise the nightly medals ceremonies, and provides more media exposure for all the programming presented at that site.

Celebration Plaza will be the centerpiece of the Whistler Celebration sites program which include Celebration/Live sites at Town Plaza, Village Square, Mountain Square and at the base of the mountain.

Whistler Celebration Plaza will also be the venue for the closing ceremonies for the 2010 Paralympic Winter Games.

Property Sales Strengthen in Metro Vancouver
Property sales strengthen in current market cycle

VANCOUVER, B.C. – April 2, 2009 – The Metro Vancouver housing market experienced a movement away from volatility and toward stability to start the spring season.

Home sales in March 2009 returned to levels witnessed at the beginning of the decade, with 2,265 sales recorded across Metro Vancouver for the month, a 53 per cent increase over February but a 24.4 per cent decrease over March 2008, when 2,997 sales were recorded.

Since 1999, March sales have increased 31 per cent, on average, over the month of February. March 2009 marks the second consecutive month that sales have outperformed the ten-year average for this month-over-month comparison.

“There’s more confidence in the housing market today than we were seeing late last year. Sales activity is rising to more typical levels given the season, and the number of homes being listed for sale is levelling off,” said Scott Russell, president of the Real Estate Board of Greater Vancouver (REBGV).

New residential listings on the MLS® declined 22 per cent in March 2009 to 4,385 compared to March 2008. This is the fifth month in a row that new listings have decreased year-over-year and the third consecutive month where those declines exceeded 20 per cent.

Despite these trends, total active listings at the end of March 2009 had still reached14,579, a 19 per cent increase compared to the end of March 2008.

“REALTORS® are seeing an increasing level of interest from first-time buyers who are attracted to low interest rates, good supply of housing, greater affordability, and a considerably lower overall cost of servicing a mortgage compared to recent years,” Russell said.

Sales of detached properties in March 2009 declined 19.6 per cent to 897 from the 1,116 units sold during the same period in 2008. The benchmark price, as calculated by the MLSLink Housing Price Index®, for detached properties declined 15.1 per cent from March 2008 to $649,342.

Sales of apartment properties declined 28.8 per cent last month to 976, compared to the 1,370 sales in March 2008. The benchmark price of an apartment property declined 13.5 per cent from March 2008 to $337,099.

Attached property sales in March 2009 decreased 23.3 per cent to 392, compared with the 511 sales during the same month in 2008. The benchmark price of an attached unit declined 11.2 per cent between March 2008 and 2009 to $420,563.

Cheakamus Crossing - Quiet Success in Whistler
When was the last time that $70Million of real estate sales were committed to with little fanfare and excitement in Whistler.
Over the past 6 months a couple of dedicated sales people have been selling Cheakamus Crossing - Whistler's newest neighbourhood - which will act as Whistler's athlete's village for the 2010 Olympic Games, to local families and individuals.
To date I am told that over 200 properties have been committed to by various individuals and families worth approximately $70Million.
What has been a joint effort between the Resort Municipality of Whistler and VANOC - The Vancouver Olympic Organizing Committee has truly been one of the biggest successes of the last year in real estate in Whistler.
I applaud the partners involved for their tireless work on the design and deliver of the properties to the market and wish that there was more attention drawn to it as a good news story of the day!!!

The legendary editor of The New Republic, Michael Kinsley, once held a
"Boring Headline Contest" and decided that the winner was "Worthwhile
Canadian Initiatives." Twenty-two years later, the magazine was rescued from
its economic troubles by a Canadian media company, which should have taught
us Americans to be a bit more humble. Now there is even more striking
evidence of Canada 's virtues. Guess which country, alone in the
industrialized world, has not faced a single bank failure, calls for
bailouts or government intervention in the financial or mortgage sectors.
Yup, it's Canada . In 2008, the World Economic Forum ranked Canada 's banking
system the healthiest in the world. America 's ranked 40th, Britain 's 44th.

Canada has done more than survive this financial crisis. The country is
positively thriving in it. Canadian banks are well capitalized and poised
to take advantage of opportunities that American and European banks cannot
seize. The Toronto Dominion Bank, for example, was the 15th-largest bank in
North America one year ago. Now it is the fifth-largest. It hasn't grown in
size; the others have all shrunk.

So what accounts for the genius of the Canadians? Common sense. Over the
past 15 years, as the United States and Europe loosened regulations on
their financial industries, the Canadians refused to follow suit, seeing
the old rules as useful shock absorbers. Canadian banks are

typically leveraged at 18 to 1-compared with U.S. banks at 26 to 1 and European banks
at a frightening 61 to 1. Partly this reflects Canada 's more risk-averse
business culture, but it is also a product of old-fashioned rules on
banking.

Canada has also been shielded from the worst aspects of this crisis because
its housing prices have not fluctuated as wildly as those in the United
States. Home prices are down 25 percent in the United States , but only half
as much in Canada . Why? Well, the Canadian tax code does not provide the
massive incentive for over-consumption that the U.S. code does: interest on
your mortgage isn't deductible up north. In addition, home loans in the
United States are "non-recourse," which basically means that if you go
belly up on a bad mortgage, it's mostly the bank's problem. In Canada , it's
yours. Ah, but you've heard American politicians wax eloquent on the need
for these expensive programs-interest deductibility alone costs the federal
government $100 billion a year-because they allow the average Joe to
fulfill the American Dream of owning a home. Sixty-eight percent of
Americans own their own homes. And the rate of Canadian homeownership? It's
68.4 percent.

Canada has been remarkably responsible over the past decade or so. It has
had 12 years of budget surpluses, and can now spend money to fuel a
recovery from a strong position. The government has restructured the
national pension system, placing it on a firm fiscal footing, unlike our
own insolvent Social Security. Its health-care system is cheaper than
America 's by far (accounting for 9.7 percent of GDP, versus 15.2 percent
here), and yet does better on all major indexes. Life expectancy in Canada
is 81 years, versus 78 in the United States ; "healthy life expectancy" is
72 years, versus 69. American car companies have moved so many jobs to
Canada to take advantage of lower health-care costs that since 2004, Ontario
and not Michigan has been North America 's largest car-producing region.

I could go on. The U.S. currently has a brain-dead immigration system. We
issue a small number of work visas and green cards, turning away from our
shores thousands of talented students who want to stay and work here.
Canada , by contrast, has no limit on the number of skilled migrants who can
move to the country. They can apply on their own for a Canadian Skilled
Worker Visa, which allows them to become perfectly legal "permanent
residents" in Canada -no need for a sponsoring employer, or even a job.
Visas are awarded based on education level, work experience, age and
language abilities. If a prospective immigrant earns 67 points out of 100
total (holding a Ph.D. is worth 25 points, for instance), he or she can
become a full-time, legal resident of Canada .

Companies are noticing. In 2007 Microsoft, frustrated by its inability to
hire foreign graduate students in the United States , decided to open a
research center in Vancouver . The company's announcement noted that it
would staff the center with "highly skilled people affected by immigration
issues in the U.S. " So the brightest Chinese and Indian software engineers
are attracted to the United States , trained by American universities, then
thrown out of the country and picked up by Canada -where most of them will
work, innovate and pay taxes for the rest of their lives.

If President Obama is looking for smart government, there is much he, and
all of us, could learn from our quiet-OK, sometimes boring-neighbour to the
north. Meanwhile, in the councils of the financial world, Canada is pushing
for new rules for financial institutions that would reflect its approach.
This strikes me as, well, a worthwhile Canadian initiative.

Canadian Real Estate Association Reports Home Resales are Up in February
The Canadian Real Estate Association (CREA) reports that home resales are up for the month of February. The volume of home resales in British Columbia increased 14.4% when compared to January.

The volume of sales in February represents the first monthly increase in activity since September 2008, the month the global financial crisis hit with the bankruptcy of Lehman Bros. in the U.S.

Sales in the Whistler real estate market are also showing promise with the volume of sales for the first half of March already at 63% of the total volume for February.

VANOC Releases Preliminary Info on Transportation Plan for 2010 Winter Olympics
The organizers of the 2010 Winter Olympic Games released the first phase of the integrated transportation plan for the games and the message is - Travel smart by knowing before you go, planning ahead and preparing for “life as unusual” during the Vancouver 2010 Olympic Winter Games.

The messages from the press release include:

"Prepare for Life as Unusual"
Welcoming thousands of visitors, athletes and officials from countries around the world means life in the Lower Mainland and Sea to Sky region will be different in February 2010. The transportation plan will help residents and visitors embrace the adventure, adapt their daily routine and take in sports events, cultural events and free entertainment at Celebration Sites in downtown Vancouver, Richmond, West Vancouver and Whistler.

Transportation plans will allow for businesses in Vancouver and Whistler to remain open and residents to access their homes during Games time.

Pedestrian traffic in downtown Vancouver and Whistler Village will increase substantially, especially in pedestrian corridors which will be created by re-designating selected roadways.

Current traffic and parking restrictions will be extended to 24 hours a day, seven days a week in key downtown Vancouver areas.

**BC Transit’s fleet in Whistler, Squamish and Pemberton will more than triple from 39 to 135 buses at Games time. There will be more than five times the existing service hours, with expanded routes in Whistler and connector buses linking Squamish and Pemberton running around the clock, seven days a week.

CREA Applauds Changes to Home Buyer Plan
In a recent press release, the Canadian Real Estate Association(CREA) applauds the changes made by the Canadian Government to the Home Buyers' Plan, allowing first time home buyers to withdraw up to $25,000 from their RRSP's towards their down payment. This amount is up from the original maximum withdrawal of $20,000 since the plan was introduced in 1992.

According to the press release, research conducted for CREA by the Altus Group also shows that each residential real estate transaction in Canada generates $32,200 in ancillary consumer spending. The study also reported that 94,700 full time direct jobs were generated annually by that ancillary or spin-off activity. The study is posted at http://www.crea.ca

In 2007, the last year statistics are available for, 52,380 Canadians used the Home Buyers’ Plan. Those transactions generated $1.7 billion in ancillary economic spending. “That economic activity was generated by a plan that did not cost taxpayers a penny,” Beauchamp added, “which is why government action now to adjust the plan to keep it relevant is important for the overall Canadian economy.”

Sales Update - Whistler Real Estate Market
The number of sales of Whistler properties for the last 2 weeks of February saw doubled compared to the number of sales in the first 2 weeks of the month. The majority of the properties being purchased last month were under $1 million.

There are still some great opportunities for buyers in the Whistler real estate market and the medium and long-term fundamentals of Whistler are still very good.

RBC Study - Number of Home Buyers to Increase
According to a survey conducted by the Royal Bank of Canada, 27% of Canadians survey say they intend to buy a new home over the next couple of years, while 65% agree it's a buyer's market right now.

According to RBC, the number that intend to buy a new home over the next couple years is up 23% compared to 2008.

Also in the survey, approximately 48% said it makes sense to them to buy a home now instead of waiting until next year.

A good portion of Canadians, 83%, still feel that home ownership is a good investment.

On March 3rd, The Bank of Canada lowered it's overnight interest rate by o.5 percent. Canada's commercial banks followed by dropping their prime rates by a half a percentage point to 2.5 percent on Wednesday.

BC Home Sales Decline by One-Third in 2008

Vancouver, BC – January 12, 2009. British Columbia Real Estate Association (BCREA) reports residential sales dollar volume on the Multiple Listing Service® (MLS®) in BC declined
31 per cent to $31.3 billion in 2008, compared to 2007. Residential unit sales declined 33 per cent to 68,923 units last year, the lowest level since 2000, when 54,179 transactions were recorded. The average MLS® residential price in 2008 was $454,599, up 3.5 per cent from 2007.

“The housing market came in like a lion and went out like a lamb in 2008,” said Cameron Muir, BCREA Chief Economist. “Home prices reached a record high in March, but edged lower during the balance of the year.” The average residential sales price hit $483,291 in March and ended the year at $429,210, an 11 per cent decline in nine months.

“The global financial crisis, a sharp correction in the equity markets and a recessionary environment in Canada has wreaked havoc on consumer confidence,” added Muir. “While it’s difficult to predict when consumer confidence will strengthen, home affordability is quietly improving as lower prices and mortgage interest rates increase the buying power of BC households."

December MLS® residential sales dollar volume in the province declined 52 per cent to $1.05 billion, compared to December 2007. Provincial MLS® sales were down 49 per cent to 2,456 units, while the average residential price declined 6 per cent to $429,210 over the same period.

While preparations are in the final stages for the launch, fresh snow is providing the final touch. In the past week 23 centimetres has fallen and up to 10 centimetres is in the forecast this Friday. Adding to that, the snowmaking crew has turned over nine million gallons of water into snow within the last week.

Whistler Blackcomb Voted Best Ski Resort by Conde Nast Readers
Conde Nast Traveler magazine's readers have named Whistler Blackcomb to be the best ski resort town in North America. Whistler Blackcomb also won for best apres-ski and activities, as well as for best local dining.

Cheakamus Crossing Resident Sales are Moving
Sales of the resident restricted units at Cheakamus Crossing are definitely moving. As of last week contracts have been signed for over 50% of the 221 units currently available. The remainder of the resident-restricted units are expected to be sold by the end of the year.

In 2009 sales of up to 20 market townhomes and nine single family lots will begin. A display market home is to be completed in January 2009.

Cheakamus Crossing is located in south Whistler along the Cheakamus River, and is part of the Whistler Olympic/Paralympic Athletes Village, which will house approximately 2,900 t0 3,000 people, including athletes and their support teams, during the 2010 Winter Games. The Residential units will be refitted after the 2010 Winter Games, and residents will be able to move into the new neighbourhood between September and December 2010.

This neighbourhood will definitely be a legacy for Whistler.

Pemberton Festival Approved by ALC

ALC approves Pemberton Festival
10-year commitment comes with conditions

It’s official — the Agricultural Land Commission has OKed the Pemberton Festival for the next decade.

Commissioners with the ALC’s South Coast Panel, which deals with land use in the Sea to Sky Corridor, approved at a Nov. 18 meeting a non-farm use application to use the site once a year for 10 years.

The commissioners wrote in a Nov. 25 report that, “with proper pre-event and post-event reclamation efforts,” the agricultural capability of the festival site will “not be diminished.”

“I’m thrilled that it’s finally come down,” said Pemberton Mayor Jordan Sturdy. “I’m glad to see that we have approvals in place for a longer period of time to provide some certainty for the future.”

The commissioners did, however, attach a few conditions.

In approving the festival for a period of 10 years, they asked that the proposed uses for the festival be restricted to the boundaries in the application; that “parking facilities and other amenities” be prohibited on other ALR lands; that a professional agrologist be retained to help mitigate soil damage and report on post-event cleanup.

They also asked that a $250,000 letter of credit in the Commission’s favour be submitted one month prior to the event to ensure the land is reclaimed for agricultural purposes. They claim the funds will be used to reclaim the land, resolve any “reclamation deficiencies” and secure advice and a “closure report” from the professional agrologist if organizers default on the festival.

None of the conditions phased Sturdy.

“It’s all the things that we expected to see,” he said. “Just the monitoring, the enhancement of the agriculture, preserving the agricultural capacity of the property, we were quite confident that we were able to retain that.”

The commission has also asked that the Village of Pemberton and the Squamish-Lillooet Regional District come into a memorandum of understanding with the ALC that will outline expectations, roles and responsibilities relating to the festival, as well as commit all parties to explore and enhance agriculture in the area.

The ALC wants the MOU to be completed or executed on or before July 1, 2009. Once that happens, festival organizers Live Nation will be permitted another three years to hold the Pemberton Festival with the possibility of two more extensions of three years each, according to the report.

The ALC needs a commitment from LiveNation that they will take a “No Footprint” approach to the festival so that all facilities, structures and equipment will be removed from the property following every annual event.

“The existing condition of the properties as of the date of this decision form the baseline for subsequent events and the level to which Live Nation must comply with this condition,” the commissioners wrote.

The VOP, the SLRD and LiveNation were also asked to continue dialogue with the Mount Currie Band of the Lil’wat Nation to address “non-agricultural concerns” by the band council and its members.

The Mount Currie Band conducted a survey among its members after this year’s inaugural event and noted a number of issues, including traffic, fire safety and security.

Band member Ruth Dick told a September public meeting about the festival that she had concerns about the presence of drugs and alcohol.

Festival organizer Shane Bourbonnais tried to assuage her concerns by saying he would speak to Mount Currie council about any issues related to the festival later that month.

The festival, which took place July 25 to 27, brought 40,000 spectators to Pemberton to see bands such as Nine Inch Nails, Coldplay and Tom Petty.

Though the ALC has made its decision, the festival itself still has to be organized. Bourbonnais has noted in previous stories that there is a tight timeframe for organizing the festival. He could not be reached for comment.

Whistler Mountain to Open Early - Nov. 26th!
Whistler Blackcomb officials have announced that Whistler Mountain will open early on Wednesday, November 26. Whistler Mountain will open for daily operations with access to Emerald Express, Big Red Express and Franz’s Chair via the Whistler Village Gondola. On Thursday, the Creekside Gondola will open for the American Thanksgiving weekend, providing access to Whistler Mountain from the Creekside Base through to Sunday, November 30.

Blackcomb Mountain will join Whistler Mountain on the official opening day Thursday, November 27, with access to Solar Coaster Express, Jersey Cream Express and Catskinner Express. The Wizard Chair, Excalibur Gondola and Excelerator Chair will operate through the weekend for uploading.

Melamed Re-Elected to Whistler Mayoral Position
The Official Results for the Whistler Municipal Election are in. Per Shannon Storey, Chief Election Officer for the Resort Municipality of Whistler Ken Melamed was re-elected as Whistler's Mayor with 1,527 votes. Kristi Wells received 1218 votes. This is Melamed's second term as Whistler Mayor, which follows three terms on Council running from 1996 to 2005. Wells also ran for mayor unsuccessfully in 2005, and previously served on Whistler Council for four terms from 1993 to 2005. The following six people were elected as Councillors: Ralph Forsyth, Grant Lamont, Ted Milner, Christopher Quinlan, Tom Thomson and Eckhard Zeidler. Forsyth and Zeidler are incumbents, Quinlan ran in last election unsuccessfully, and Milner previously served on Council from 1996 to 2002. Incumbent Bob Lorriman was not re-elected.

Christine Buttkus and Chris Vernon-Jarvis were elected as Whistler School Trustees for School District 48.
The term of the new Mayor, Council and School Trustees is three years commencing December 2008 and terminating December 2011. The Inaugural Council meeting takes place Monday, December 1, 2008 at 6:30 p.m. at which time the new Council will be sworn in. The second Council meeting will take place Monday, December 15 at 6:30 p.m. Beginning in January 2009, Regular Council meetings will take place the first and third Tuesday of each month at 5:30 p.m.

Peak to Peak Gondola Opens Dec 12th
The Whistler Blackcomb Peak to Peak Gondola is scheduled to open on December 12th. Load testing with the Sky Cabins began this week. When you look up the Valley between Whistler and Blackcomb you can clearly see the Sky Cabins hanging on the line. Cheakamus Crossing Neighbourhood Update
Whistler's newest neighbourhood, Cheakamus Crossing - part of the Whistler's athlete's village for the Olympics in 2010 is under development. RMOW Expands Whistler's Boundary
The Resort Municipality of Whistler's boundary expansion from 16,500 hectares to 24,300 has been officially approved by the OIC of British Columbia. "The goals of the boundary expansion are to ensure that activities on surrounding lands support the objectives of the resort community and to provide more opportunity for more active stewardship of Whistler's watersheds".

Per the press release on the Resort Municipality of Whistler's website, the three new boundary areas are:

West (Brandywine/Callaghan): The boundary is extended approximately 2.0 kilometres west from the northwest corner of the Brandywine Falls Provincial Park; then north approximately 6.8 kilometres; and then east to intersect a northwest corner of the previous municipal boundary to encompass the lower Callaghan Valley west of the Callaghan Creek.

South (Whistler Interpretive Forest/Jane Lakes): The boundary is extended approximately 1.5 kilometres south from the southwest point of intersection of the previous municipal boundary and Garibaldi Provincial Park; then west following the boundary of Garibaldi Provincial Park to a northwest corner of the park; and from that point commencing northwest to the southeast corner of the previous municipal boundary.

Northwest (Mount Sproat): The boundary is extended from a northeast corner of the previous municipal boundary in a northeast direction to a northwest corner of the previous municipal boundary.

Peak to Peak Gondola Cables Arrive in Whistler
The massive cables that will hold the Whistler Blackcomb Peak to Peak Gondola arrived in Whistler on June 17th. The cables have taken 11 weeks to make the trip via truck, barge, boat and rail. It will take approximately 12 to 14 weeks for the cables to be strung across the 4.4km/2.73 mile span.

Once completed the Peak to Peak Gondola connecting Whistler Blackcomb will be one of the largest spanning lifts lines in the world.

VANOC and the Resort Municipality of Whistler will be providing the community with a "sneak peek" in the 2010 Winter Games and an update on Games planning at the Game Plan 2008 meeting to be held at MY Place June 17th, from 5pm to 8pm.

With approximately 2,750 Olympic athletes and 675 Paralympic athletes heading to Whistler in 2010, the venues are going to be buzzing. Whistler is home to The Whistler Sliding Centre, Whistler Olympic Park, Athlete Village, alpine skiing events, and a broadcast and press centre.

The Game Plan meeting will include a closer look at operations such as transportation management, security, medical services, and Whistler's role as a host, along with a preview of venue schedules.

Squamish and Pemberton meetings will be announced in the near future.

Sale of $17.5 million Whistler home is in the works.
Whistler’s most expensive home sale to date — worth $17.5 million — is in the works, providing further evidence of the confidence high-end home buyers have in the resort community and all it has to offer. The sale of the Crabapple Drive home would be the fourth purchase of $10 million or more in Whistler during the past 13 months. The Whistler Real Estate Company represented the buyer in all three of the other transactions as well. The largest single-family home transaction in B.C. history is the $28.2 million paid last month for a luxury home in West Vancouver, according to Landcor Data Corp.

BC Budget Includes Tax Changes for Homeowners
The BC Budget includes some positive tax changes for homeowners:

The threshold for the First Time Home Buyer's program, exempting first time buyers from paying the property transfer tax - has increased from $375,000 to $425,000. The province has also eliminated the financing requirements of the program, meaning buyers will no longer be required to have a mortgage of at least 70% of the purchase price to qualify.

Additional changes include that homeowners will be able to leave their home for up to two taxation years for travel, work or to attend school and will still be eligible for home owner grant or low-income grant supplement.

Athlete Village Neighbourhood Open House - March 8th
On Saturday, March 8th Whsitler community members can learn more details about Whistler’s Athlete Village “legacy neighbourhood” at an open house event scheduled from 3-6 p.m. at Whistler Secondary School. Information will be available regarding what will be sold through the Whistler Housing Authority (WHA), along with models and information about the development and timelines.

World Cup Skiing Returns to Whistler
See some of the world's best alpine ski racers the Whistler World Cup takes place on Whistler Mountain from February 18-24, 2008.

Whistler will host the women's Downhill (Feb. 22) and Super Combined (Feb. 24), and men's Super G (Feb. 21) and Giant Slalom (Feb. 23). Come and cheer on local favourites Manuel Osborne-Paradis and Britt Janyk, both of whom have had podium finishes on the 2007/08 World Cup Circuit.

Whistler Olympic Park, the venue for the Nordic events for the 2010 Winter Olympic Games played host for the Canadian National Ski Jumping Championships this past weekend. What an amazing event - watching 12 to 15yr old jumpers fly through the air.

The snow is here!! Whistler Blackcomb received over 80cm of snow this past weekend bringing the snow base to 108cm/43 inches. With another 20-40cm expected this weekend, a decision regarding an early opening will be made on November 14th.

2010 Olympic Games Venue & Ticket Update
Preparations for the 2010 Olympic and Paralympic Games are in full swing in Whistler. Whistler will be the host venue for the alpine skiing, Nordic, sliding sports and some of the Paralympic events.

It is expected that the Whistler Nordic Centre will be ready to welcome it's first skiers as early as December 2007. Even though this centre was designed for the racers, 99 percent of the trails will be suitable for the average Nordic Skier. Meanwhile, the Whistler Sliding Center, Luge, Bobsled and Skeleton tracks, will be completed in December 2007.

Initial tickets for the 2010 Olympic and Paralympic Games will go on sale in October 2008. They will range in price from $25 to $1,100 depending on the event. For further ticket information please go to www.vancouver2010.com

The FIS World Cup Alpine Races are scheduled to run February 18-24, 2008.

3rd Quarter Sales Stats
The Whistler Real Estate - 3rd Quarter Sales Stats for 2007 are in and the numbers remain strong in all segments of the market.
2007 3rd Quarter - Single Family Home Sales increased by 35% over 2006
2007 3rd Quarter - Condominium Sales increased by 63% over 2006
2007 3rd Quarter - Vacant Land Sales increased by 83% over 2006

The Whistler Real Estate Sales dollar volume increased for a 5th straight quarter.
In 2006 $130,211,938 of real estate traded hands in the 3rd Quarter whereas in 2007 $217,376,035 of real estate traded this past quarter....

With fewer listings on the market and deman remaining high now is a great time to be a seller in Whistler.

Real Estate Sales in Whistler Showing Strength
The luxury real estate market in both Vancouver and Whistler is showing some strength.

"Overall, Vancouver saw 249 homes worth $2 million or more -- the luxury threshold set for the market -- trade hands between January and July of this year.

Those numbers are small in comparison with the overall market (Greater Vancouver saw 10,817 houses of all types sell between January and August), but represent a 48-per-cent increase from the same period a year ago."

At the end of 2nd quarter of 2007, the Whistler real estate market has seen an increase of 60% in the number of sales of homes worth $2 million or more and a 47 % increase in the number of sales of homes worth $1 million to $2 million when compared to the same period for 2006. Real estate in Whistler is definitely moving, current statistics show that to date, the volume of sales, year to date for 2007is at 90% of total volume for 2006 and we are just nearing the end of the 3rd quarter.

The number of sales in Condominiums and Single Family Homes in the Whistler real estate market continues to increase compared to 2006. Year to date, we have surpassed the total number of sales in Condominiums for all of 2006 and to date we have matched the number of sales for all of 2006 in the single family home market in Whistler.

The number of vacant land sales in the 2007 Whistler real estate market are up 76% compared to the total number of sales in this market sector in 2006.

ResortQuest Whistler has become a locally owned and operated company after several years of U.S. corporate ownership.

Paul Sanderson has purchased the property rental management company, which is the largest accommodation provider in Whistler

ResortQuest Whistler provides sales, marketing and check-in facilities to guests and owners through 10 lodges and over 750 properties in Whistler.

ResortQuest International was formed several years ago when Whistler Chalets and 11 other founding property management companies in resorts across North America joined forces. ResortQuest International acquired all the common stock and ownership interests of the 12 founding companies and became a public company.

Though now independent, ResortQuest Whistler will retain its name and logo and continue to work with and develop revenue opportunities with a number of partners, including ResortQuest International.

Tourism Whistler Stats Forecast Summer Increases in Occupancy
According to statistics released by Tourism Whistler total paid room nights for June 2007 showed a 6 per cent increase over June 2006. Tourism Whistler is forecasting 2007 Summer season paid nights to increase by 3 per cent over 2006 Summer.

Not only are paid room nights for guests staying in the resort on the rise compared to previous years, the volume of real estate sales in Whistler is also on the rise. To date, the number of sales of Single Family Homes in Whistler is 108 compared to 114 for the entire year in 2006; the number of sales of Condominiums in Whistler is 330 to date, compared to a total of 331 for the entire year in 2006.

Terasen Gas - Natural Gas Conversion Inventories taking Place
As the natural gas pipeline makes it way to Whistler this summer, Terasen Gas will be contacting home owners in the resort community to conduct an inventory of appliances that require conversion.

Whistler to have natural gas service by late 2008. The construction of the new pipeline from Squamish to Whistler is taking place and Terasen Gas is making preparations to convert Whistler's existing propane system to natural gas. Early this Summer, Terasen Gas will be contacting all of its existing customers in Whistler to begin the process of collecting information required for the conversion and retrofitting existing appliances.

According to Terasen Gas, the availability of natural gas will help Whistler achieve its sustainability goals. Converting the exiting propane load in Whistler will immediately reduce greenhouse gas emissions by as much as 15 per cent.

You can help by preparing a list of your appliances to be converted.

Appliances requiring conversion include, but are not limited to:

furnaces

dryers
ranges / cooktops and ovens
barbeques
pool / spa heaters

Sales of homes and condominiums in the Whistler real estate market are up in the second quarter of 2007 when compared to results of second quarter 2006. The number of single family home sales are up 32% compared to the same period of 2006. The number of condominium sales in Whistler are up 76% over the second quarter of 2006.

The number of sales of vacant land in Whistler in the second quarter of 2007 are up 100% over the number of sales in the second quarter 2006.

US Passport Changes - Good News for Whistler!
The U.S. Department of State has offered a temporary reprieve with regards to passport requirements for U.S. citizens returning from Canada via air travel.

Due to the backlog of passport applications and complaints from Americans waiting for passports, until Sept. 30, U.S. air travelers only have to show photo identification and proof that they’ve applied for a passport to enter and depart the U.S. by air. The new regulations do not apply to Canadian travellers.

This will be a welcome reprieve for both visitors and U.S based whistler real estate owners and/or potential U.S based buyers looking for real estate in Whistler.

At this time the is still a plan for land border regulations that could come into effect as early as January 2008 or as late as June 2009.

Dave Brownlie from Whistler Blackcomb point outs that the resort will "have to be more creative and more aggressive in the marketplace to get people here" considering that the U.S. has a flat economy, the rising Canadian dollar is strong against the U.S. dollar and the impact of the Western Hemisphere Travel Initiative requiring visitors to have a valid passport.

More visitors to Whistler generally translates into a more active real estate market in Whistler and the statistics provided my earlier blog posting show that this trend is continuing for the first quarter of 2007.

Whistler's Real Estate Market is Red Hot!
The real estate market in Whistler is on the move. Compared to 2006 Sales for January to June in 2007 are up by 94% in Chalet(single family home) sales and Whistler Condominium sales are up by 40%.

Whistler to have Natural Gas Service by Late 2008
Whistler to have natural gas service by late 2008. The construction of the new pipeline from Squamish to Whistler is taking place and Terasen Gas is making preparations to convert Whistler's existing propane system to natural gas. Early this Summer, Terasen Gas will be contacting all of its existing customers in Whistler to begin the process of collecting information required for the conversion and retrofitting existing appliances.

According to Terasen Gas, the availability of natural gas will help Whistler achieve its sustainability goals. Converting the exiting propane load in Whistler will immediately reduce greenhouse gas emissions by as much as 15 per cent.

Whistler Blackcomb Peak to Peak Gondola Construction has begun.
As of May 15th, work has started on the Whistler Blackcomb Peak to Peak Gondola. Excavation for the lift terminals on Whistler & Blackcomb is expected to be complete by mid-June, with the terminal foundation and construction to be completed by mid-September. Towers 2 & 3 will be installed this Summer and the whole project is to be completed by late Summer 2008 with the grand opening in December 2008. This is an exciting project for the Resort and when completed will be the world’s longest unsupported (free) span of 3.024 kilometres (1.88 miles) between the two towers furthest apart.

Whistler Real Estate Market on the Rebound
Whistler's real estate market is making a rebound. In the first quarter of 2007 real estate companies working in the Whistler community recorded over 200 individual transactions worth in excess of $160 million.

According to The Whistler Real Estate Company President, Pat Kelly, overall market activity increased by 60 per cent in dollar value and 75 per cent in total number of sales over the same period a year ago. The median value of a home at the end of last month was $1.25 million.

Assessment Methodology Changes for Whistler Strata Hotels
Changes to the Assessment Act introduced on April 24, 2007 will result in the assessment of Whistler strata hotel units based on their use, promoting fairness for taxpayers and resort and tourism growth throughout Whistler and all of BC.

The new approach apportions value and classifies individual strata hotel units based on their actual use: Class 1 for residential use, Class 6 for short-term rental use.

Peak to Peak Gondola Announced
On Tuesday April 17th, Whistler Blackcomb announced construction details of a brand new ski lift that will link together the peaks of Whistler and Blackcomb Mountains.

Set to open in December 2008, the Peak to Peak Gondola will travel 4.4km in just 11 minutes, transport winter and summer guests from Whistler's Roundhouse Lodge to the Rendezvous Lodge on Blackcomb, giving guests unprecedented access to both mountains' high alpine terrain and spectacular vistas.

The new gondola will set world records for length and height while providing an unmatched expxerience for guests to Whistler Resort.

Whistler's Season Continues to Break Records
Whistler is recording a strong 2006/2007 winter season with room night bookings to the end of February up more than eight per cent over the same period last year(November through February), according to Tourism Whistler reports.

Following last winter's increase in room night's sold by five percent - the first postive year-over-year growth in winter bookings since the 2000/01 season - and the best summer season on record, the growth trend has continued, with room night bookings for this winter(November through April) forecasted to increase nine per cent compared to last winter.

Blackcomb Mountain to stay open until June!
Blackcomb Mountain will stay open until June 3rd for skiing/riding this year with Whistler Mountain operations ending on Sunday, April 22nd. Whistler's Village Gondola will be shut down to allow for upgrades.
The terrain parks on Blackcomb will remain open for skiing/riding this year until May 21st and the rest of Blackcomb will remain open until June 3rd. This makes Whistler's Winter season one of the longest in North America!

Whistler's Population is 9,248
The total official population is 9,248, up from the 8,896 count in 2001 Census. The total number of private dwellings is listed at 8,751, with 3,909 occupied by "usual residents" meaning dwellings, including suites, where people live permanently. However, BC Statistics estimates Whistler's 2006 population at 9,595. The difference, says municipal staff, come from a number of factors, including the time of year of the Census (May). The recent needs survey by the Whistler Housing Authority indicates a winter employee population (living in Whistler) at approximately 10,823. Census Canada's postcensal estimates will be available in 2008.

Statistics Canada reports that overall, Canada's population increased 5.4% over 2001, the first time since 1991 that the census-to-census growth rate has accelerated. The increase is attributed to immigration. Canada's population is 31,612,89, a gain of just over 1.6 million people since the 2001 census. Canada is growing faster than any other member of the G8 group of nations. The U.S. was second at 5 percent.

Alberta, in the midst of an economic boom, led the provinces in growth, at a rate of 10.6%. B.C.'s population increased 5.3%, to 4,310,500.

Other census data, such as age, sex, marital status, and household information will be released in July and September of this year.

Kadenwood - Private Gondola for 2008-09 Ski Season
Intrawest Resort Development Group and Kadenwood Homeowners Association will be partnering to build an $3.5 million gondola, for exclusive use of the Kadenwood homeowners, to be ready in time for the 2008-09 ski season.

According to Intrawest this will be the first exclusive neighbourhood gondola in the country.

Hours of operation are still to be determined - in the Summer the Gondola can carry mountain bikes.

This is the ultimate in ski-in/ski-out convenience!
